Southend Borough Council's parking enforcement contract is due to expire in early 2016. As a result the parking services team is undertaking a review of how it delivers its parking services. The parking service is responsible for carrying out the Council's statutory functions associated with enforcement of off and on street car parking and provides:-Provision of quality car parks-Ensuring the effective operation of all pay and display machines and pay stations-Cash collection and banking-Issuing and control of residential and business parking permits — Administration of all parking dispensations and suspensions — Delivery of effective parking enforcement — Administration of and determination of penalty charge notices — Promoting sustainable transport — Supporting the Events Management team The Council intends to put in place a contract, or a range of contracts, which: -Demonstrate continuous improvement in service delivery, embedding innovation and creativity to enable long-term efficiencies and value for money — Contain robust performance measures, which may include incentives for excellent performance — Streamline the Council's approach to procuring parking services — Facilitate effective contract and performance management — Make a positive contribution to the safety objectives of the Council-Support the local economy. In advance of the formal procurement process, we would like to work with the potential suppliers to see their perspectives in relation to our thinking and requirements, which we can appropriately build into our strategy. The Council is only seeking suppliers to express an interest in some or all of these services at this time. Details of the engagement process can be found within the Supplier Engagement Information Pack which can be obtained by contacting the named person on the PIN at procurement@southend.gov.uk. The closing date for requesting the Supplier Engagement Information Pack is Tuesday 14.10.2014. The returns received will be reviewed and a number of suppliers who have demonstrated the appropriate capability and experience will be invited to attend a presentation/interview meeting to be held at a location in Southend-on-Sea between 14-31.10.2014. Following the interviews, suppliers may be invited to make further written submissions to the Council if the Council considers any further clarification is required to understand the views of the market more specifically. The Council is under no obligation to follow up this exercise in any way or with any interested parties. Any such discussions will cease before the start of any formal procurement process.
