Pre-qualification, procurement of joint CRM system, The Norwegian Government Agency for Financial Management.

The Norwegian Government Agency for Financial Management (DFØ), the Contracting Authority, hereby invites you to pre-qualification for a contest regarding procurement of joint CRM solution, including licences and services connected with implementing, support and maintenance of the system solution, as well as any services/goods associated with the solution. DFØ was established 1.1.2004 (then the Centre for Government Financial Management, SSØ), as an administrative organ under the Ministry of Finance. The entity's task is to strengthen the government financial management and improve the use of resources in the area. DFØ is an advisor for central authorities within government financial management and it carries out administration assignments for all government entities. DFØ's main assignments are to administer and communicate knowledge on compliance with the financial rules in the government, to administer the group systems for government accounts and the government's group account scheme as well as provide financial services, including payroll and accounting services, to approx. 75 percent of the government entities. DFØ also has the assignment of carrying out analyses and reviews that shall form the basis for the development of government management. The contest is designed such that it involves the Contracting Authority firstly undertaking a pre-qualification, which means that the Contracting Authority chooses which tenderers are invited to submit tender offers in the contest. It is this pre-qualification phase the existing pre-qualification documentation applies to. All interested tenderers have the right to send in an application for participation in the contest. The Contracting Authority will pre-quality at least 3 and a maximum of t10 applicants who will have the opportunity to deliver tender offers in the contest. Please note that the negotiations in the contest can continue in several phases and reduce the number of tender offers to be negotiated. DFØ currently has an interim CRM system. This system was implemented in May 2015, and handles customer support for accounting and payroll services that DFØ delivers to it's customers. The current system shall be replaced when the contract expires in May 2016. The system currently has 155 user licenses. The first phase in implementing a new permanent CRM system will be to replace the current system. DFØ further desires that the new permanent CMR system shall support other work processes, some sales processes, marketing and course administration as well as registration of other types of enquiries from customers. DFØ therefore wants to procure a CRM system that can evolve over time to satisfy the organisation's need for system support of work processes connected with handling of contact with customers.
