Procurement reference: 9194-IFT-47570 Project name: Aktobe Water Project Country: Kazakhstan Business sector: Municipal and environmental infrastructure Project ID: 47570 Funding source: EBRD, GOK, Aktobe City/Oblast Akimats Type of contract: procurement of goods and related services Type of notice: invitation for tenders Issue date: 31.7.2018 Closing date: 18.9.2018 at 14:00 Aktobe (local) time This invitation for tenders follows the General Procurement Notice 8077-GPN-47570 for this project which was published on 19.11.2015 and updated on 30 July 2018 on the web site of the European Bank for Reconstruction and Development - www.ebrd.com The Joint Stock Company “Akbulak” (the “Company”), hereinafter referred to as the purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the “Bank”) towards the cost of Aktobe Water Project. The purchaser now invites sealed tenders from the suppliers for the following contract: AWP-4 “Procurement of wastewater flow meters end related services (incl. installation)” to be funded from part of the proceeds of the loan. The project is implemented on the territory of Aktobe City, the Republic of Kazakhstan. Tenders are invited for one lot. The estimated completion time under contracts is 6 months. Tendering for contracts to be financed with the proceeds of a loan from the bank and from the GOK is open to firms from any country. The proceeds of the bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: (a) Experience as supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed goods. (b) Average annual turnover as prime supplier (defined as billing for goods and services delivered and under delivery) over the last 3 (three) years of not less than 1 000 000 000 KZT (one billion) or equivalent in convertible currency. (c) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for contract estimated as not less than 175 000 000 KZT (one hundred seventy five million) or equivalent in convertible currency, taking into account the tenderer's commitments for other contracts. Upon the written request the tender documents may be collected from the office at the address given below or the documents will be promptly dispatched by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery All tenders must be accompanied by a tender security in the amount not less than 7 000 000 KZT (seven million) or equivalent in convertible currency. Tenders must be delivered to the office at the address below on or before or before 14:00 hrs (local time) 18.9.2018, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend. A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
