There is a pressing need for the arts and creative industries to understand and reduce their environmental impacts. As well as the direct benefits, including financial, of a reduced carbon footprint, the arts have a uniquely iconic role in helping to shift public understanding and perception. Within that context, Arts Council England will be asking all of its National Portfolio organisations (NPOs) to start standardised measurement of energy, water, waste, procurement, production and travel to allow for comparison and improvement across the arts and cultural sectors from April 2012. There will be significant benefits of doing this, not least in cost and efficiency savings. In practice, this means that all NPOs will be required from April 2012, as a minimum, to: 1. Use information from that year’s energy and water bills to set a baseline of their carbon footprint; so that they can 2. Develop an Environmental Action Plan for implementation from 2013/14 onwards By 2015 we would expect organisations to be measuring some or all of their water, energy, waste, procurement, production and travel, as appropriate. In order to do this in the most effective and streamlined manner, the Arts Council would like all NPOs to input their raw data (eg energy bills) into a single online tool that converts the data into useful measurements for reportage and analysis. This tender is for a contract for these online services and reportage. This opportunity is for the creation/ adaptation and management of a free-to-use online resource that would allow NPOs to convert raw data of energy, water, waste, procurement, production and travel into Greenhouse Gas emission statistics for input into Arts Council Annual Submission and for other analysis, including some direct reportage to the Arts Council. The Arts Council requires an organisation(s) to provide an on-line based service that: — allows for quick and easy conversion of raw data into relevant standardised greenhouse gas emission statistics, — is free-to-use for all 696 ace national portfolio organisations, — primarily uses decc or defra greenhouse gas (ghg) conversion factors service can use additional/ complementary conversion factors; however, the premise behind and scope of their use must be detailed, — can be tailored for use by arts/ cultural sub-sectors (eg music, theatre, visual art/ combined arts/ literature as well as museums and libraries), — has the capacity for service-users to receive a range of sector/ sub-sector/ longitudinal benchmarks and reporting that enables service-users to track progress - if so required, — can provide to the arts council, a broad range of confidential sector/ sub-sector analysis – including the tracking of progress - as required. this would be a minimum of annual reporting on ms excel 07 but might include additional electronic formats, if appropriate, — can be used in conjunction or is appropriately complementary with other relevant schemes and/ or other standard industry practice, — is compliant with all relevant legal requirements around data protection, — is accessible and that aims for a consistently high level of usability, following best-practice accessibility guidelines (e.g. wcag/w3c) to undertake this work the arts council requires an organisation or organisations with: — a proven track record of working in the environmental/ sustainability fields, preferably to include the area of measuring environmental impacts, — a proven track record of delivering similar it resources/ services to the above specification, — experience of working with a variety of stakeholders, including public sector organisations or similar, preferably including the arts/ cultural sectors, — extensive experience of statistical analysis/ reportage to a variety of stakeholders, — the ability to present analysis/ reportage simply and with clarity, — the ability to manage projects to time and on budget.
