Galileo/EGNOS Upstream R&D is part of the space component of Horizon Europe (i.e. an area of intervention of Cluster 4 "Digital, Industry and Space" under Pillar 2 "Global challenges and European industrial competitiveness") and aim at supporting the modernization of the EU satellite navigation Galileo and EGNOS infrastructures, both the evolutions planned today (G2G, EGNOS V3) and beyond. Under this Space Component of the Horizon Europe, in line with the signed FFPA and relevant CA, ESA is delegated by the European Commission to run the activity in subject. The objective of the activity is to perform a Phase 0/A study of a LEO component for the European GNSS focused on enhancement of PRS and security aspects. The system concept would be based either on PNT payloads hosted on a satellite communication constellation (e.g. the one being considered for the Union Secure Connectivity Programme) or on a dedicated constellation of small satellites or a combination of both. The activity includes preliminary design options and associated justifications for the system architecture, signals and enhanced services. This activity is funded by the European Union and is only addressed to EU Member States. ESA is the contracting authority and runs the procurement under the ESA/REG/001 rev.5. adapted as per the signed FFPA agreement. The procedure adopted for this Procurement shall be Open Competitive Tendering – Two-Stage Tendering, in accordance with Article 13 and 16 of the ESA Procurement Regulations. ESA reserves the right to place one parallel Contract subject to weighted quality of the proposal of at least 60 points, budget availability and related programmatic decision. The Contract will include two phases, the second one being subject to ESA decision whether to proceed.
