Purchase of CNG tankers/trailers.

There are four independent gas distributions systems (SIUs) in Scotland, Campbeltown, Oban, Thurso and Wick. Scotland Gas Networks intend to supply these four sites with Compressed Natural Gas (CNG). The CNG will be compressed from the Local Transmission System (LTS) at two sites, Inverness and Glasgow and transported on articulated trailers CNG storage vessels. General. The specification for gas being used in this process is in accordance with GS(M)R Schedule 3 Part I and Part II. Part II as there may be exceptional occasions where the gas goes into the emergency envelope. The gas will be supplied at the inlet of the site with a distinctive and characteristic stanching agent, previously added. The processes must not effect or change this distinctive smell. To transport the gas to site it is proposed to use articulated trailers, which contain an array of Type 3 or Type 4 CNG storage containers. These should be enclosed within an outer shell, so as to be discreet. Suppliers must provide complete tanker trailer units to meet the following requirements; Legislation. These trailers must be compliant with UK legislation and other applicable legislation included in the list below: The European Agreement concerning the international Carriage of Dangerous Goods by Road ADR, The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 DGD Regs. The Road Vehicles (Authorised Weight) Regulations. The Road Vehicles (Construction and Use) Regulations. The Road Traffic Act 1988. The Directive 94/9/EC on Equipment and protective systems intended for use in potentially explosive atmospheres (ATEX). Trailers. Number of Trailers 14 (Fourteen). Maximum operating pressure 250 BarG. Minimum operating pressure 2 BarG. Type of Storage vessel CNG storage vessels Type 3 or Type 4. Gas being transported Natural gas that conforms to Gas Safety Management Regulations (1996) GS(M)R. Volume of Compressed Natural Gas Stored for transportation 8 tonnes. Capable of being filled within 3 hours. Capable of discharging the stored gas the down stream system in under four hours. Working and compatible Safety systems, SSOV and relief valves. The trailers will need to be available, commissioned and road worthy by: Six by 1.8.2012. Six by 1.9.2012. The remaining two by 1.11.2012.
