The Authority is seeking provision of the: (i) Lot 1 — Waste service, covering co-mingled dry recycling (‘CDR’); (ii) Lot 2 — Waste service, covering mixed organic waste, under which the Authority may invoke an option to split this stream into separately collected food waste and garden waste. The Provider is required to provide a fully licensed processing and disposal service for the Authority's material including a bulking and onward transportation solution as described in more detail in the Specification. In particular the bulking or processing facility (‘Delivery Site’) must provide a delivery point for the Authority's waste. To maintain the Authority's operational efficiency this facility must be within the borough or within 2 miles (straight-line) of the borough's boundary. The London Borough of Enfield (‘Authority’) seeks bids from waste providers for a processing and associated bulking and haulage of co-mingled dry recycling and mixed organic waste facility. Enfield is London's northernmost borough and stretches from the North Circular in the south to the M25 in the north and from Hadley Wood in the west and to Edmonton in the east. Approximately a 3 rd of the borough is residential, another 3 rd is Green Belt land and the remainder is open land, including parks, sports fields, golf courses and allotments. The area has a mix of industry, office and shops providing employment for around 110 000 people. The industrial corridor follows the Lea Valley to the east of the borough. The current service comprises: household weekly co-mingled dry recycling is collected in 240 litre wheeled bins (67 % of properties) or 140 litre wheeled bins (33 % of properties). Weekly household combined food and garden waste is collected in 240 litre wheeled bins (67 % of property). Garden and food waste is currently collected free of charge. The current commercial waste service operates 6 days a week (Monday to Saturday) and comprises cardboard and paper recycling which is collected either by 240 litre wheeled bins or bulk bins. Prior to the commencement of this procurement process the Authority sought prospective providers' views on the proposed contract, specification and key outcomes.
