The Charities Regulator has agreed a 12 month extension to the existing contract to ensure continuity of the service in preparation for the re-procurement of a Digital Platform system. The software solution provided by the existing contractor consists of the existing contractor’s software product incorporating bespoke developments to meet the specific requirements of the Charities Regulator. The existing contract does not require the contractor to provide access to the source code to either the Charities Regulator or a successor contractor. Since only the existing contractor can support and maintain the current software solution (by virtue of its unique access to the source code and unique technical know-how), it would not be possible to change supplier without changing the underlying solution. Therefore, it would not be possible to change the supplier for the period of time between our current contract ending and the completion of the planned re-procurement project. The new procurement is underway using the Competitive Dialogue procedure.
