Technical support to defence spectrum.

Technical support services. The Authority is looking to place a 4 year enabling contract for technical support to defence spectrum. The service provider will be required to provide the following: a) Maintain the technical data that underpins the Interdepartmental MOU for shared spectrum. The technical data forms part of a comprehensive spreadsheet that is being continually developed. The MOU provides the framework for managing shared spectrum including the apportionment of spectrum fees. b) Provide support to maintain pace with the US and NATO as they continue developing the Smadef XML data standard. To allow nations to seamlessly exchange spectrum management information between national spectrum management systems. The US and UK are key contributors to this work and an agreed standard is essential if interoperability is to be achieved. Recent efforts to adopt the standard in the US highlighted the need to refine the current version of the standard and the US is committed to making the necessary changes over the next 12 months. The US intend to hold weekly half day VTC's with NATO nations and we require a software designer to participate in these discussions to represent UK requirements. It is essential that the software designer has previous experience of working with NATO on spectrum management issues and with UK MOD spectrum management processes and tools. c) To release spectrum to market, MOD must first obtain recognised spectrum access for the military bands it proposes to release. A radio engineer is required to provide the technical description of military systems emission characteristics so that MOD can obtain RSA and release spectrum to market. d) Technical support of an unspecified nature will also be required as part of the release to market process. This will take the form of tasking from a enabling (call-off) contract. This enabling contract may be used by other government departments (OGD's). Suppliers wishing to express an interest in this requirement are required to provide their full company name, postal address, contact details by email to ctlbcom-psall@mod.uk by 10am on 9.9.2011. You are advised to request acknowledgement of receipt of your expression of interest as late applications will not be considered. Interested suppliers must provide in their expressions of interest, a track record of their provision of capability of similar requirements, in particular, to NATO and other Government Departments. Interested suppliers must also clearly demonstrate in their expressions of interest that they have the expertise, available appropriately skilled personnel, and recent relevant experience relating to this requirement. A pre-qualification questionnaire (PQQ) may be sent to suppliers who have expressed an interest to this requirement. In the event of this happening, objective criteria for down selecting suppliers will be stated in the PQQ. It is envisaged that the minimum number of suppliers invited to tender will be three (3).
