Rochford District Council and Southend Borough Council (the Authorities) are seeking to implement and develop a partnership agreement with a company, in order to provide a Wireless Meshed Network (WMN) over both regions. Southend Borough Council (SBC) has installed a 1 gigabit metro fibre ring (our network connection to Telehouse, Docklands) to deliver broadband to Schools. The use of this metro fibre ring will be made available to assist the winning bidder with the implementation and running of the WMN. The amount of mobile data generated globally is increasing exponentially. This growth is largely driven by the demand for smartphones, tablets, and connected devices. As a result, the justifications for privately funded WMN have been amplified. This is highlighted by the large number of Local Authorities moving to implement wireless networks across their regions with well positioned industry partners. Possible options open to bidders in provisioning such a network include WI-Max / 4G coverage. This process will provide the opportunity to the winning bidder to roll out a WMN without having to invest heavily in new infrastructure. The winning bidder enabled by the infrastructure of the respective Authorities, will be in a position to provide end users (residents, businesses & tourists) a range of services, utilising multiple commercial models. This Infrastructure includes the use of the Property of the Authorities to place Transmitters upon and Southend Borough Council's (SBC) Telehouse Docklands Connection. Lucrative ventures such as Location Based Advertising and Sponsored Web Links will also be attractive prospects that will enhance the level of income generation made possible. A key aim of this project is to encourage community enablement with a built in a portion of free internet. This daily allocation of free access can become a vital public service, not only enhancing the opportunities available to all residents, but also improving enablement and inclusion across the community.
