Country: UKRAINE Project number: No.FPTP/CON/BT Sector: Transport Funding source: Own funds of Lviv Railway Type of Contract: Design works Beskyd Rail Tunnel Feasibility Study The State Administration for Railway Transport of Ukraine ("Ukrzaliznytsia" or "UZ" or the Contracting Authority) , Lviv , intends to apply to the European Investment Bank (EIB) for a loan to finance the construction of new Beskyd Rail Tunnel in south west Ukraine. The proposed EIB loan would supplement an existing loan already committed by the European Bank for Reconstruction and Development. The objectives of the Services to be performed are to: (i.) Compare the economic and financial feasibility of various technical options to improve Beskyd tunnel; and (ii.) Identify the most economically and financially advantageous technical option. It is envisaged that the assignment would be carried out over a four month period, principally in Ukraine. The contract is expected to start in January 2012 and be completed in April 2012. The State Administration for Railway Transport of Ukraine hereby invites eligible Candidates. Candidates must provide information indicating that they are qualified to perform the stated works (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Candidates may associate to enhance their qualifications. The procurement of the works will be subject to Law of Ukraine 'On State Procurement' No. 2289-VI dated 01 June 2010 and will be open to Candidates from any country. The Candidate should submit details of experience or similar assignments undertaken in the previous five years, inclusive of project title; location; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; start and completion dates; value; name of the Client; Certificates issued by the Client for good completion of the assignment; funding source; objectives and brief narrative description of the project, functions and tasks carried out, including applicable national and/or international codes and standards. The Candidate should have previous experience in the following fields: — Preparation of transport feasibility and cost benefit studies; and — Planning and/or design of railway or road tunnel projects. The Candidate shall satisfy the following minimum technical and financial criteria: — The candidate has completed at least (4) four projects (with value of works not less than EUR 300 000 in each project) in both the required fields of expertise described above within the (4) four calendar year period prior to the year of closing date for submission of applications, or started such projects no later than 2009, — The candidate has implemented at least (2) two projects (with value of works not less than EUR 300 000 in each project) related to rail project feasibility within the (4) four calendar year period prior to the year of closing date for submission of applications, or started such projects no later than 2009, — The average annual turnover of the candidate in the last (3) three years (2008, 2009 and 2010) must exceed EUR 1 500 000, — The averages of cash and cash equivalents at the beginning and end of year are positive.
