Lift Refurbishment Programme Management Team

Expressions of Interest are sought from multidisciplinary, Programme Management team with strong infrastructure programme management expertise, Lift design with Heritage and Conservation input and delivery skills for a major new Lift Refurbishment Programme of work across the Parliamentary estate. This service will be Programme Management led, the design role will form part of the programme managers team. It is accepted that the design element may be subcontracted. Lift installations on the Parliamentary estate have continued to age, yet the level of usage has increased due to the number of people employed throughout the Estate. The lift programme will enhance the existing maintenance regime and serve to reduce breakdowns as part of improvements to planned maintenance and bring the lift service across the estate up to the standards required for Parliament to operate efficiently. The planned refurbishment of the majority lifts will include passenger lifts, goods lifts, platform lifts, dumb waiters, hoists and escalators on the Parliamentary Estate in order to: — Reduce likelihood of failure, — Reduce breakdowns, — Deliver a reliable and efficient service, — Minimise the impact on the maintenance budget. There are 109 lifts across the estate, all at different stages of their lifecycle and all of a different types, these include: — 66 No Passenger Lifts, — 10 No Goods Lifts, — 7 No Platform Lifts, — 10 No Dumb Waiters, — 7 No Hoists, — 3 No Escalators, — 5 No Chair Lift, — 1 No Car Lift. A Strategic outline case has been approved for this programme, the next stage includes completion of a detailed Programme OBC/Programme Blue print (initiation document) this will include a detailed, programme management strategy, design guideline, overall Programme budget, procurement and implementation strategies. In delivering the Scope, it is anticipated that the Supplier will largely work on the Parliamentary Estate and be based within the offices of the Contracting Authority. The Suppliers work will be facilitated by the internal Parliamentary Estates Department (PED) Project Leader team, which will ensure that it has all necessary access to information, people and information communication technology (ICT) systems. In addition, whilst it is not an absolute requirement for an Applicant able to demonstrate experience of having worked on either National Trust Grade 1 listed buildings, Sites of Special Interest or UNESCO World Heritage List sites, will be advantageous, but not an absolute requirement. The duration: The programme is estimated to run over 15 years. This contract opportunity will likely be for an initial 7 year period, with an option for the Employer to extend the contract for a period of up to a further 8 years.
