Land Scenario Centre - Data Generation Support.

Data collection and collation services. The Authority has a requirement for a data generation support contract to provide a realistic data rich environment into collective training. The requirement is also to design and deliver a Measures of Effect (MoE) process that will improve the businesses of the Land Scenario Centre (LSC), along with defining the requirement for contractor support to the LSC beyond the term of the contract. The support activities will include the delivery of: a. Tactical Intelligence Ground Reporting (TiGR) Records to support Collective Training (CT). b. Intelligence reports to support Collective Training (CT). c. Intelligence Processing Application (IPA) population. d. Measures of Effect (MoE) that capture the benefit of the information environment to the training audience and informs recommendations to improve LSC business practice. e. A draft Statement of Requirement (SOR) to inform a future competition for external support to maintain LSC delivery into the contemporary training environment. f. The delivery of the tactical ground and intelligence reporting message feeds into the execution phase of Collective Training events. g. Training scenario generation based on either the Decisive Action Training Environment (DATE) or UK Common Scenario (COESCEN). All work involving SECRET data and TiGR data of any protective marking must be carried out at the Land Scenario Centre (LSC), Imber Road, Warminster, Wiltshire, BA12 0DJ. The LSC facilities will be available from 8:00 hours through to 18:30 hours, five days per week, Monday to Friday, excluding bank holidays and emergencies. All Contracted personnel shall be required to hold or undergo UK Secret security clearance (SC). The Contractor must also hold or be willing to undergo Facility Security Clearance (FSC). A Third Party Access Agreement (TPAA) to cover the use of TiGR is desirable but not essential. The estimated Contract duration is 1.4.2013 to 31.12.2014.
