Street Furniture (incorporating Bus Shelters).

Cardiff Council is seeking bids from suitably qualified and experienced organisations for the provision, supply and maintenance of Street Furniture (incorporating Bus Shelters). Subject to the successful completion of the procurement process, the Council intend to award a public services concession contract to the successful supplier. The Council currently has an Agreement in place which provides 640 bus shelters, 162 owned by the Council, 478 owned by Clear Channel UK Ltd. 306 contain advertising panels from which advertising revenue can be generated. The Council's expectation is that the city wide infrastructure provision will be continuous and that the successful supplier will ensure seamless transition between the expiry of the current Agreement and the commencement of a new Agreement, therefore ensuring a constant and consistent high quality public transport infrastructure provision to the travelling public, upon expiry of the current Agreement on 31st March 2014. It is anticipated that the costs and risks associated with the supply, installation, maintenance, support and monitoring (capital and on-going revenue) of the infrastructure will be the responsibility of the successful supplier. The Council promotes a Sustainable Procurement Policy as sustainability issues continue to gain importance, locally, nationally and globally. The Council recognise that as a local authority, it is in a particularly strong position to influence the market. Cardiff Council is therefore committed to working towards using its buying power to opt for goods and services that respect the environment, and take into account the social and economic impacts of such buying power. This tender process is subject to the Council's call in period for projects of this nature. Should approval to proceed not be granted, bidders will be informed prior to the forum taking place. Cardiff Council will not be liable to pay anything towards bidder's costs in the event of a call in and subsequent abandonment. The council is reliant on EU Procurement timeframe guidelines in its approach to allow for the maximum dispensation based against running a fully electronic tender plus Prior Information Notice (PIN) as issued 12/06/2013 via Sell2Wales.
