Other additional information The Council confirms this requirement is a Part B service and is therefore outside the full ambit of the Public Contract Regulations. The Council is voluntarily advertising this Part B service in the Official Journal in keeping with the spirit of the Public Procurement Regime. This notice is issued so as to increase competition and so that the procurement process is conducted in a fair and open manner. The submission of this notice is not an indication that the Council considers the contract to be a Part A service and accordingly the Council shall not be restricted to those Regulations which are exclusively applicable to Part A services. Tenderers should note that cashless parking may be introduced by the Council during the course of the contract and therefore the number of PCN's and use of pay and display machines could be reduced. Tenderers should note that the council is looking to introduce innovative technologies during the course of the contract in order to reduce the number of Civil Enforcement Officers and back office costs. The aim is to improve service provision to the public and improve value for money. The contract is for four years with an option to extend for 3 periods of up to one year. The value of the contract given in this OJEU Notice, 4 000 000 GBP to 10 500 000 GBP includes the extension periods if taken up and also takes into consideration the award to either Option 1 or Option 2 (at Section II.2 above), whichever is higher. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
