Date: 29 th of October, 2013 Bid No. 0701-135040180007/01-08 Under the “China Climate Change Framework Loan” from the European Investment Bank (EIB), China Haohua Chemicals Group Co., Ltd (Hereinafter referred to as the “Purchaser”) has applied for an allocation amounting to Euro. 70,000,000.00 from the Ministry of Finance of The People’s Republic of China to build Haohua Chemicals EE & ER Project (hereinafter the Project), and the Employer intends to apply all the proceeds of this loan to eligible payments under the Contracts for which these Bidding Documents are issued. China International Tendering Company (abbreviated as “ITC”) entrusted by the Employer as tendering agent now invites sealed bids from bidders for any of the following contracts of the Project in Zhumadian City, Henan Province, China: 1. (Contract No.: JH-GL-M&E-1) Two Boiler Equipment Procurement, The estimated contract delivery period is 11 months. 2. (Contract No.: JH-QH-M&E-1) Gasification Equipment Procurement, The estimated contract delivery period is 15 months. 3. (Contract No.: JH-YS-M&E-1) Compression Device Equipment Procurement, The estimated contract delivery period is 12 months. 4. (Contract No.: JH-BJ-M&E-1) Refrigerator Equipment Procurement, The estimated contract delivery period is 12 months. 5. (Contract No.: JH-QTJH-M&E-1) Gas Purification Equipment Procurement, The estimated contract delivery period is 16 months. 6. (Contract No.: JH-HC-M&E-1) Synthesis System Equipment Procurement, The estimated contract delivery period is 15 months. 7. (Contract No.: JH-BHTQ-M&E-1) Transform Main Equipment Unit Tower Equipment Procurement, The estimated contract delivery period is 10 months. 8. (Contract No.: JH-TLTTTQ-M&E-1) Decarbonization Main Tower Desulfurization Equipment Procurement, The estimated contract delivery is 10 months. Tendering and bid evaluation will be conducted in accordance with the European Investment Bank’s Procurement Guide. The responsive bids with the lowest evaluated bid prices will be awarded the contracts. The bids will be evaluated in the following aspects (a) financial capacity; (b) experiences and technical ability; (c) technical and contractual responsiveness to the requirements of technical specifications and delivery schedules. Interested bidders can contact ITC for obtaining hardcopies of the Prequalification Documents between 9:00 a.m. -- 11:00 a.m., and 2:00 p.m. -- 4:00 p.m. in Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing on 29 th of October, 2013 (except Saturday, Sunday and Public holiday), upon non-refundable payment of RMB ￥8,000.00 or EU€1000.00 ITC and the Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids. The bids shall be delivered in closed envelopes to the following address at or before 10:00 a.m. (Beijing Time) on 10 th of December, 2013. Any bid submitted after this date and time will not be accepted and will be returned unopened Bids will be opened on 10 th of December, 2013 at 10:00 a.m. (Beijing Time) in the presence of Bidders’ representative who choose to attend.
