Soft Market Testing Exercise — Formation of an Energy Service Company (ESCo).

Stoke-on-Trent City Council's energy proposal is to capture energy from local sources for a low carbon city-wide District Heating Network (DHN) supplying local public sector organisations, businesses and residential properties. The City Council is exploring options of a potential Joint Venture Partner to develop the DHN Project via an Energy Service Company (ESCo). Once established, the City Council is looking for the ESCo to grow the network. The City Council are therefore conducting a soft market testing exercise with regard to the formation of an Energy Service Company (ESCo). This request for expressions of interest does not form part of a procurement process. Indeed the City Council is simply conducting a soft market testing exercise prior to creating any formal procurement opportunity.
