Fife Council intends to enter into a framework agreement with between one (1) and three (3) appropriately qualified and experienced consultants (‘Services Providers’) to manage the delivery of wind power energy developments. Projects will comprise freestanding turbines on land in the ownership of the Council which will be connected to the national grid and freestanding turbines within the grounds of buildings in the ownership of the Council. It is expected that the latter will be connected to and supply electricity to the buildings. Call-offs (individual contracts) under the framework agreement will be made on an "as required" basis and will be made following mini-competitions with all Services Providers appointed to the framework. The method of call-off by mini-competition shall be detailed in the Invitation to Tender.
