North River Alliance (NRA) Development Partner Framework.

North River Alliance (NRA) is the name given to the alliance between the following Registered Providers: — Islington & Shoreditch Housing Association, — Christian Action (Enfield) Housing Association, — Gateway Housing Association, — Spitalfields Housing Association, — North London Muslim Housing Association, — Tower Hamlets Community Housing Association, — Providence Row Housing Association, — Lien Viet Housing Association, — Bangla Housing Association, — West London Mission Housing Association, — Days & Atkinsons Almshouse Charity. The members and the roles within the consortium are subject to change. All members present and future are covered by this procurement. NRA wish to establish a 4 year Framework Agreement for Development Partners to work with NRA to develop and deliver construction projects consisting of New Build Works. The development partner will deliver projects with a range of values but will include a greater or lesser degree of developer participation in the purchase/provision of the sites and the ultimate sale of any portion of the completed projects. Recognising the need to work with an approved supply chain that can deliver the needs of the NRA as an alliance, the member organisations wish to establish a framework for development partners that can be used by any organisation under the NRA umbrella. The NRA considers this contract suitable for applicants that are small or medium size enterprises (SMEs). For the avoidance of any doubt, the NRA points out that no weight will be attached to whether or not a development partner is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender. The NRA was a successful bidder for the HCA’s Affordable Housing Programme and will deliver over 550 units during the 2011/15 programme period. Our continuing qualification as GLA partners for the delivery of this programme has been confirmed. We do not envisage that this will be the whole of our development programme for the next four years and continue to look for additional opportunities including s106 schemes. No specific level of work will be guaranteed to any winning bidder. The intention is to select the appropriate numbers of organisations to carry out the programme in order to achieve continuous measured improvements in collaboration with NRA members. Each project will be contracted with the individual RP, not with NRA, although the NRA may organise collective call off contracts etc. Successful development partners will be required to enter into the NRA’s framework agreement and, for individual projects, standard terms and conditions.
