RM4154; Property Benchmarking Services for the UK Civil Estate.

The purpose of this Prior Information Notice (PIN) is: a) to provide advance notice that the Crown Commercial Service (CCS) proposes to establish a Framework Agreement on behalf of Central Government Departments and Public Sector/Other Government Departments and bodies/agencies; and b) to allow interested Potential Providers to contribute to a market engagement exercise by attending a Benchmarking Industry Workshop which is to be held on 25.11.2014 in London — as detailed within VI.2) Additional Information. The Cabinet Office and Government Property Unit (GPU): The Cabinet Office supports the Prime Minister and Deputy Prime Minister, and ensures the effective running of Government. The Cabinet Office is also the corporate headquarters for Government, in partnership with HM Treasury, and takes the lead in certain critical policy areas. The Government Property Unit (GPU) is the property arm of the Efficiency and Reform Group (ERG) in the Cabinet Office and leads the Government's property strategy across the public sector. It is responsible for delivering targeted savings, as well improving the built environment and promoting economic growth where possible. The GPU works with departments to help accelerate the delivery of cost savings and sustainability targets. It provides strategic leadership and support, for example by helping departments to identify their surplus and under-utilised property assets. It also helps organisations across the public sector to manage their property more efficiently, supporting them to develop strategic property plans and helping with complex projects and procurements. Overview: From 1 April 2008, the Government has required all central government office occupations over 500m2 to participate in the Property Benchmarking Service on an annual basis. Therefore, good quality and consistent data is essential to inform effective property asset management. Information is needed at all stages of the property management process, from setting the overall estate strategy to managing delivery and performance of property and facilities services in individual buildings. Core KPIs: State of the Estate reports to date have reported on the civil estate as a % better or worse compared to the private sector on. Therefore the following benchmarks are required: — Net rent / sqm; — Rates/sqm; — Other costs /sqm; — Sqm/workstation; — Workstations/fte; — Sqm/fte; — GBP cost/sqm; — GBP cost/fte; — Regional benchmarks for £cost/fte; — Average cost of space in the private sector National - Regional; — Vacant space; — Vacant land; — Energy consumption KWH per sq M; — Energy consumption KWH per FTE; — Energy consumption £cost per sq metre; — M3 water volumes per FTE; — M3 water volumes per sq M; — Waste volume per FTE; — Waste collection costs per FTE; — Cost of Services; IT, security, maintenance, cleaning; — A postcode distribution reference of the UK to at least 69 districts containing relevant postcodes for mapping purposes. For consistency the IPD Cost Code is the basis on which all benchmark definitions and costings are based and is therefore the expected standard for potential suppliers to adopt as part of the bidding process. Framework Structure, Duration and Potential Lot Structure: GPU seeks to procure commercial office property benchmarks from a suitably qualified Service Provider to deliver a Property Benchmarking Service across the Government Estate commencing for the 2015/16 financial year and to run for 4 years until 2018/19. GPU envisages that this Framework will provide flexibility and accessibility for Other Government Departments (OGDs), Non-Departmental Public Bodies (NDPBs), and other elements of the Public Estate to call-off benchmarking services on an ad-hoc basis. Lot 1 — Office Benchmarking: GPU are including all Offices for benchmarking to ensure the fine detail across the civil estate is retained and to maximise the administrative holdings/occupations within scope and focus for such assessment. Lot 2 — Specialist Benchmarking: GPU seeks to engage with a capable partners to develop approaches to study, define, leverage and develop benchmarks with specific application to the Specialty estates such as laboratories or more diverse research centres as well as the Operational estate such as Offender Contact Centres, courts or prisons. GPU Public Estate Data: The public estate data held by GPU is substantial with more than 100 000 property records and is growing. This data has high intrinsic and commercial value and we would expect any potential bidders to reflect this in their proposals. GPU are seeking long-term partners to work with us to develop a long-term strategy and to exploit to the full the extensive data we hold. Benchmarking Industry Workshop: GPU are holding a benchmarking workshop on the 25th November in central London between 14:00 pm and 17:00 pm. The aim of this workshop is to establish a dialogue with potential bidders and to establish whether the above Lots are an appropriate approach to our benchmarking requirements. GPU also want to work with potential bidders to fine tune the shape of the Framework and take into account market expertise before we go to formal competition with our requirements. Potential bidders should formally respond to this PIN to confirm attendance at the above workshop. The Cabinet Office wishes to establish a Framework Agreement for use by the following UK public sector bodies (and any future successors to these organisations): Central Government Departments, Local Government and Public Corporations that can be accessed at the Public Sector Classification Guide. Further details will be provided when the formal Contract Notice is issued.
