1. Assignment: CEB envisages financing Project FIP 17598, which seeks to contribute to improved health care provision in Croatia by renovating, extending, modernising and equipping four hospital facilities. The Croatian Ministry of Health (MoH) applied for a EUR 1.5 million Technical Assistance (TA) grant for Project preparation from the European Western Balkans Joint Fund (EWBJF). The Steering Committee of the Western Balkans Investment Framework (WBIF) approved this grant on 13th June 2013. This EWBJF TA will be tendered, contracted, managed and implemented directly by the MoH, under general oversight by CEB. The EWBJF TA is planned in phases and will include at least two contracts: 1) A Key Expert (KE) will support the Project Implementation Unit (PIU) in charge of managing the TA at the MoH, taking into consideration MoH's objective to qualify for funding under European Structural Funds to cover part of the Project's infrastructure costs. He/She will in particular: (i) Study existing documentation and clarify the Project scope with the main stakeholders; (ii) Provide assistance to the PIU in procuring the main TA contracts (see below), including preparing ToRs and tender documentation, assisting with bid evaluation and contracting; (iii) Assist the PIU in reviewing and clearing the technical documentation produced under the main TA contracts, making the necessary recommendations, and monitoring that the necessary adjustments have been taken into consideration. 2) The main TA contracts will consist in the preparation of complete project documentation for the abovementioned four hospital facilities, including but not limited to, (i) technical evaluation(s) of existing documentation (Technical Feasibility Studies), (ii) preparation of Environmental and Social Impact Assessments (ESIA), (iii) Cost Benefit Analyses (CBA), (iv) preparation or review of Preliminary and Detailed designs, technical specifications, Bill(s) of Quantities, cost estimates as required, detailed implementation plans and timetables, and (v) Tender and Contract dossier for works, equipment and works supervision. The purpose of the present Call for Expressions of Interest and Offers is to hire consultancy services to assist CEB in the close monitoring of this complex EWBJF-funded TA assignment outlined in 1) and 2) here above. NOTE: The Consultant will not be eligible to bid for any of the above described assignments, neither to any assignment related to the works or service contracts to follow in the implementation process (either on its own or in a joint venture or as a consortium member). 2. Budget and duration: Maximum total budget for the assignment is 135,000 EUR. Additional tasks may be required to be carried out, for which a contingency budget of 15,000 EUR is foreseen in the total budget of 135,000 EUR. The use of the contingency is subject to prior approval by the CEB based on a justified request by the Consultant. 3. Provisional Timetable: Publication Date: 5 November 2014 Deadline for request for any clarifications from the CEB: 17 November 2014 (Midnight)* Last date on which clarifications are issued by the CEB: 24 November 2014 at 17:00* Deadline for submission of tenders: 9 December 2014 (Noon)* Completion date for shortlisted offers: 12 December 2014 Completion date for evaluation of offers: 18 December 2014 Notification of award: 22 December 2014 Contract signature: 5 January 2015 *all times are in the time zone of Paris 4. Pre-qualification criteria: The Pre-Qualification Questionnaire (PQQ) in Annex 3 sets out the information required by CEB in order to assess the Applicants in terms of their technical knowledge and experience, capability/capacity, organisational and financial standing. Only those companies that meet the minimum criteria will have their offers evaluated. There is no limitation in the number of companies that will be accepted for the evaluation of offers, provided they meet the following minimum criteria: PQQ Evaluation Criteria; PQQ Sub-Criteria; Weighting; PQQ Cross Reference: Economic and Financial Capacity; Turnover; Minimum 350,000 EUR/year in 2011, 2012 and 2013; Section 3; Staff Resources; Staff numbers; Minimum 4 permanent staff; Section 4; Experience; Projects in the fields related to this contract; • Minimum 3 projects in the field of design or review of design of healthcare infrastructure undertaken in the last 10 years, • Minimum 2 projects of an amount equal to or higher than 100 K EUR in the field of management or monitoring of healthcare projects, in the last 10 years; Section 5; Experience; Assignments in the context of projects funded by EU structural funds; • Minimum 2 assignments relating to the preparation of projects funded through EU structural funds (preferably preparation of applications for EU structural funds). 5. How to obtain the tender documentation? Companies interested in this tender should write to the Procurement Department of the CEB by e-mail to the address procurement@coebank.org before the 17 November 2014, Midnight indicating in the subject of the e-mail the reference to the publication of this call for tenders. The CEB Procurement Department will then forward the tender package including Terms of Reference, Instructions to Tenderers and all necessary forms. Any request arriving to CEB after that date will be rejected and those companies will not be accepted to the tender. 6. Content of the offer: The Applicant (in case of a joint application, each consortium member) shall provide the Statement of Integrity (Enclosure 3) duly completed and signed. The Applicant shall complete the Pre-Qualification Questionnaire (Annex 3) and submit it, together with any requested supporting information in a sealed envelope marked PREQUALIFICATION QUESTIONNAIRE. The applicant shall submit their technical offer according to the enclosed template (Annex 1) together with Key Experts and Documentary Evidence information (see Instructions to Consultants) and submit it in a sealed envelope marked TECHNICAL OFFER. The applicant shall submit a financial offer with its best price according to the enclosed template (Enclosure 1d) in a sealed envelope marked FINANCIAL OFFER. All documents shall be in English. 7. Additional information, questions before the deadline: No additional information will be provided. Any potential bidders that would like to ask questions about this tender should do it in writing by e-mail to procurement@ceb.org, indicating in the subject of their message "Consultancy Services for reconstruction and construction of departments/centre within health institutions". Any questions related to this tender should arrive by the 17 November 2014, Midnight. Questions that arrive later than this will not be answered. CEB will provide answers to the questions at the latest by 24 November 2014 at 17:00 (Paris time zone) by publishing updates to this notice in the procurement section of the website of CEB (www.coebank.org). 8. Acceptance and rejection of bids: CEB reserves the right to accept or reject non-substantive defects that might affect bids. CEB will reject expressions of interest received after the submission deadline, without any penalty or justification. 9. Modification or cancellation of the tender: CEB reserves the right to modify or cancel, at any time, all, or part of this tender as necessary, without having to justify its action. In no event shall the CEB be liable for any damages whatsoever including, without limitation, damages for loss of profits, in any way connected with the cancellation of this tender even if the CEB has been advised of the possibility of damages. 10. Presentation and submission conditions: Tenders shall be submitted in three sealed envelopes, as explained in point 6, before the submission deadline. The date of reception by CEB shall serve as evidence in this respect. The inner-envelope shall be marked: "Not to be opened by the mail service" while the outer-envelope shall be marked "Procurement Department - Tender for Consultancy Services for reconstruction and construction of departments/centre within health institutions", and be sent to the following address: Council of Europe Development Bank Procurement Department 34 rue Boissière 75116 Paris - France Tenders that arrive after the submission deadline shall be rejected and re-directed unopened to the Sender.
