EMC 024 — day service and employment opportunities at Greenacres, near Baschurch, North Shropshire for adults with learning disabilities.

Shropshire Council is seeking a service provider to manage and develop (on its behalf) Greenacres, a rural property near Baschurch in North SY4 2JA currently offering a day service and employment opportunities for 31 adults with learning disabilities. The site and service are currently owned and managed by Shropshire Council and has been in operation since the early 1990's. The centre currently supports 31 adults aged between 20 to 69 over five days (Monday to Friday). This equates to 104 day places over the week at present. The Centre is well established within the local community and is a supplier of farm produce, plants and preserves to a number of outlets across Shropshire. There is scope for further development of this aspect of the service. The Centre is staffed by a stable and experienced staff group employed by Shropshire Council and applicants should note that it is considered that the Employee ‘Transfer of Undertakings (Protection of Employment) Regulations ‘2006 (‘TUPE') will apply to this contract. Also compliance with the provisions The Best Value Authorities Staff Transfers (Pensions) Direction 2007, in relation to the Local Government Pension Scheme (as administered by Shropshire County Pension Fund) will also be required. Applicants are advised to seek their own legal advice about the practicality of these regulations. The Centre is run to a high standard and is highly valued by the people who use the service, their families and carers. Shropshire Council is wishing to develop the style of service by transferring the existing service to a new provider willing to undertake both continuity of service provision in the first instance and redevelopment of the service and site into a more commercially viable operation and provide opportunities for individuals to maximise their potential to gain employment. We would also like to see the continued expansion and diversification of the production and sales of farm produce and other related products and services. The service in the future should provide both a therapeutic setting for individuals suited by the rural environment and a platform for those who can gain and increase accredited horticultural, animal husbandry, food production and customer service skills which will enable them to gain employment in a more open work situation. The Council is currently facing unprecedented financial pressures and is unable to invest any additional revenue or capital in any improvements that the successful operator may wish to make to the premises. Prospective operators will therefore have to secure and provide any necessary investment to undertake any improvements. Providers are also encouraged to consider how they might seek appropriate external grant funding to further enhance and develop the service. The Council is initially proposing, to offer a five year lease of the property at a peppercorn rent with an option to extend for a term commensurate with any extension of the service contract. The Council is also proposing a service contract for an initial period of 5 years with the option for further extensions up to a maximum of a further 10 years at 5 yearly intervals. However under this competitive dialogue process bidders may put forward any alternative proposals or any variant to the Council's initial proposals. The service provider will work in accordance with the ‘Safeguarding adults: multi-agency policy and procedures for the West Midlands' The Council wishes to maximise the social and economic impact of the proposed solution and therefore will be seeking a provider who can support volunteering, training and employment opportunities both locally and for service users, and who will actively support the local supply chain both during redevelopment of the service and during normal operation. The Council would also be supportive of proposals which would expand the service to a wider client group. Please note that the services covered by this contract are Part B services under the EU Procurement Directive 2004/18/EC and The Public Contract Regulations 2006. Accordingly whilst the full regulations will not apply the Council will follow a process based on the principles of transparency. The Council will treat all economic operators equally and in a non-discriminatory way. Shropshire Council is inviting interested organisations to participate in a Competitive Dialogue Process. The Submission of the Pre-Qualification Questionnaire (PQQ) represents the first stage of the competitive dialogue process. The purpose of the competitive dialogue is to identify the solution and bidder who can best meet the Council's needs and objectives for this project. Through this pre-qualification stage the Council will select bidders who will be short-listed and taken forward to the next stage of the process where they will be invited to submit outline proposals (ISOP). It is the Council's intention to select up to five bidders to be issued with the ISOP (provided there are five suitably qualified Bidders at the PQQ evaluation stage).
