ONE3ONE Solutions is the part of the National Offender Management Service (NOMS) — an Executive Agency of the Ministry of Justice — which is largely responsible for providing prisoner work. We are looking to increase the amount of work which is delivered in prisons by prisoners to support the Government's commitments in this respect. NOMS has over 100 locations across England and Wales, utilising a workforce of motivated prisoners (who work under supervision of trained instructors). This Prior Information Notice (PIN) is to alert the market that the Ministry of Justice wishes to establish a contract or contracts with potential providers who are interested in participating in delivering Industrial Laundry Equipment, Maintenance of Industrial Equipment and Associated Services to public sector prisons in England and Wales. The Supply of Industrial Laundry Equipment, Maintenance and Associated Services to the Prison Laundries and Laundrettes contract(s) will be delivered via 2 lots: Lot 1: The supply of industrial laundry equipment including continuous tunnel washers and full systems, washer extractors, tumble dryers, folders, feeders, small finishing equipment, deep chested ironers and ancillary equipment. Industrial equipment: The Supply of Industrial Laundry Equipment will be direct to industrial laundries which are located on a select number of sites. All equipment must meet legislative requirements for example WEEE, health and safety, biodegradability and labelling requirements and be of industry standard. Suppliers will be required to meet ISO standards. All costs are to include delivery and installation to within three (3) metres of final operating location. Lot 2: The supply of maintenance of industrial equipment to laundries includes undertaking planned preventative maintenance to manufacturers' recommendations, breakdown maintenance and repairs. There is a requirement as and when needed for the movement, relocation and re-installation of machines as required. This is not limited to industrial equipment only but may also include commercial equipment from laundries and laundrettes within HM Prison Service. The Contractor is expected to provide a total harmonised solution for each Lot covering all of the following however this list is not exhaustive: site visits and assessments, delivery and installation, maintenance and repair of existing equipment including spare parts and/or replacement where needed, relocation of equipment, disposal of equipment, works as required for example plumbing and electrical. The successful Contractor(s) for each Lot is required to provide products that are compatible and readily integrate with existing and future industrial laundry machinery requirements, for example, continuous tunnel washers, washer extractors, tumble dryers and ironers. In addition the successful Contractor(s) is required to work in partnership with the Authority and its partners to ensure a seamless service is delivered for the duration of the contract(s).
