The published specification was challenged by Building Digital UK, the funding provider for this project. Because of the challenge, the Council is issuing this formal notice of change and is therefore restarting the minimum time limit in full for a further 30 days as required in Reg 27(4)(b), Reg 27(6), Reg 47(3)(b) and Reg 47(4). Please see below the reasoning: As Wolverhampton have requested 'New optical fibre' in their specification their approach may not meet guidance from HM Treasury. The following options were discussed between Building Digital UK and The Council. 1) Wolverhampton will be required to amend or restart their procurement to achieve any LFFN funding; 2) Wolverhampton continue their procurement as planned with no funding. Both parties agree that optional 1 would be the preferred route, therefore the specification has been amended to satisfy the funding provider. The amendments are made in clause 1.12 of Schedule 1 Service Specification V2 document.
