The Ministry of Justice of the Republic of Serbia (hereinafter referred to as “the Borrower”) has received a loan from the Council of Europe Development Bank (CEB) toward the cost of the project: Construction of the new prison facility located in Pančevo, and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. This contract consists of the following: • The objective of the Project is to build a new high security prison facility in Pančevo in order to replace the existing District Prison building which is overcrowded and does not comply with basic living conditions for prisoners. • The new prison facility located in Pančevo will have a total of 30.683 m 2 gross floor area (24.200m 2 of buildings and 6.483 m 2 of external sport and exercise areas) which includes all necessary construction, mechanical, electrical and craft works. Total gross area 30.683. • The new prison facility will have a capacity for 500 inmates, of which 200 will be pre-trial detainees and 300 convicted prisoners. • The foreseen construction period will be app. 18 months and works will be implemented as per FIDIC MDB Harmonised Construction Contract General Conditions. • Bidding will be conducted through the international competitive bidding procedures specified in the CEB Guidelines for Procurement of supply, works and services, version September 2011 as specified under the Loan Agreement LD 1764 (2012). It is open to bidders from all countries and in line with the a.m. guidelines. This contract is expected to be implemented from the first quarter of 2016 to the end of the third quarter of 2017. The criterion to be used in the tender evaluation is the lowest price of the compliant and technically responsive tender.
