Design Contest — Geofencing Track Worker Warning System

Network Rail has identified Geofencing technology as a potential addition to the safe system of work (SSoW), to improve the safety of trackside working. Maintenance and construction personnel working trackside is one of the highest risk environments across the Network Rail estate. The activities conducted by these workers are complex and require significant attention and many near misses occur when workers lose situational awareness of their surroundings and accidentally stray outside of safe areas. Near misses are incidents in which no property is damaged and no personal injury was sustained, but where, given a slight shift in time or position, damage or injury could easily have occurred. In light of this, Network Rail are running the ‘Geofencing Track Worker Warning System Design Contest’ to develop, explore and trial a selection of proposed design solutions that would help to address this current challenge. The objective is to create a real-time monitoring system that could identify if trackside workers accidentally move into unsafe zones on a work site and to alert users when this occurs via a wearable device. The design solution will be expected to support the identification of potential safety breaches and to alert workers in real time, by monitoring user positions relative to pre-defined and fixed ‘safe’ and ‘unsafe’ geographical regions. Network Rail will be inviting applicants to participate in the design contest by submitting a design or plan which addresses this challenge. Following the completion of design contest, Network Rail will select design contest winners; these winners will be invited to participate in a phase of negotiations with Network Rail which if successful may result in the award of a service contract to take part in the Geofencing Track Worker Warning System trial. For further guidance on how to complete a design submission and participate in the design contest, participants should access the following link: https://networkrail.bravosolution.co.uk/esop/toolkit/opportunity/opportunityDetail.do?opportunityId=49571&oppList=CURRENT The design contest response period is due to close on 16 th September (this will be confirmed in the procurement documentation). Network Rail will be completing this design contest across two stages of evaluation. Please refer to the Network Rail criteria and scoring document and the instructions to participants document for information on the selection criteria.
