Framework agreement: ICT competence.

BFK Innkjøp (BFK Purchasing) shall advertise a contest for framework agreement on ICT competence for Buskerud County via the ICT department. Brief description of background and goals for the framework agreement. The ICT department is gaining an increasing responsibility and more assignments in an increasingly digital world. We wish to be future orientated and have updated system that can improve the services for our customers. We want to strengthen competence in several areas and therefore wish to connect with partners who can assist with increasing the quality of deliveries in a broad spectrum of competence areas. We need partners who can both assist in the operation, but who can also be advisers and supporters when we need them. About the procurement The contest concerns framework agreements for the delivery of ICT competence for the Contracting Authority. The framework agreement gives the Contracting Authority the right, but no obligation to undertake call-offs on the purchase of ICT consultants. Awarding of assignments under the framework agreement (call-off) can occur through the entire period of the framework agreement. There may be requests on assistance for assignments of different complexity and with varying delivery times. The services shall be executed in accordance with the framework agreement. Execution and content of assignment will be specified further with the individual call-off. The agreement is planned to be signed as soon as possible in the applicable deadlines in accordance with Regulations on Public Procurements. The scope of the ICT services The contest is split into several groups divided according to disciplines (hereafter called groups). Parallel framework agreements shall be signed with 3 tenderers in each group, assuming a sufficiently qualified tender offer. In the evaluation phase, the 3 chosen tenderers will be ranked from first priority to third priority for use of the waterfall method, see the contract formulated point four. It is estimated that during the contract's possible 4 year period, ICT services will be purchased for approximately 4 000 000 NOK. The volume is based on an estimate and is not binding. It is difficult to say for certain how the volume will distribute across the different groups. It can swing from year to year and from group to group. The scope of the services requested (number of hours per calender year) will vary and be dependant on the Contracting Authority's definitive need, and available competence and capacity in their own organisation. Buskerud Fylkeskommune has their own ICT unit consisting of capable employees. Much work in the disciplines will therefore to a certain degree be carried out internally. For an overview of the different groups, see the attached spreadsheet ‘Groups, services and programmes’. It is possible to submit a tender offer on 1 or more of the groups, and a tenderer is not limited to how many groups for which they can achieve first priority. The Contracting Authority retains the right to cover the contract between several tenderers. The Contracting Authority can utilise mini contest to establish a service agreement with the winner of the contest. The service agreement must only apply to one group or one programme, and cannot endure for more than 6 months. Travel time and travel costs to and from the Contracting Authority will not be covered. Other travel imposed by, or previously agreed with the Contracting Authority, documented travel expenses will be remunerated according to the government's rates. The cheapest means of travel must be used. Prices and costs.
