The tenderer shall contribute to: 1. Removing rats from the sewage. The sewage system shall be cleared of rats twice a year, or when needed, with the following inspection. 2. Removing rats from private persons or after a request from the municipality. 3. Pest control at filling places. Rats shall be removed through 4 fixed inspections/clearances. 4. Catching homeless cats. Campaigns will be started to catch homeless cats. 5. Inspections for issuing rat certificates (issued by Porsgrunn Municipality for GKI). The circular letter published 1-2/2012 on the requirement for certifying pest controllers and the regulations for pest control Chapter V state that Norwegian Institute of Public Health has taken over all responsibility for processing rat certificates. See the Regulation on Pest Control (Paragraph 5-7) that state that the Norwegian Institute of Public Health can decide which municipalities shall issue such certificates. About the Reporting: An annual report shall be submitted to the Norwegian Institute of Public Health that states the date the certificate was issued, what ship is concerns, as well as what type of certificate was issued. The deadline for submitting the report is 31 January for certificates issued in the previous year. Obligation to issue certificates: To the degree that the person who would like to issue a rat certificate is obliged to do this in the law or in another way, e.g. in accordance with the Regulations dated 9.5.1953 on protection from the transmission of infectious diseases from abroad, etc. Chapter F (Section 34-40), the municipality is obliged to do this, cf. the Pest Control Regulations, Section 5-7. 6: Pest Control in Institutions and School Buildings.
