Essex County Council (ECC) currently inputs local bus service registrations manually from paper submissions made by Local Bus Service Operators that operate in Essex including Southend and Thurrock Unitary Authorities. These are entered into a Data Management System that acts as a central repository for local bus services in Essex. From this system, a weekly upload is carried out to traveline (the national journey planning service) in the form of an ATCO.CIF file. This is a statutory requirement for ECC. ECC requires a passenger transport data management system (DMS) to enable all facets to be managed and maintained in an integrated manner, with the ability to import/export both ATCO.CIF and TransXChange files. In addition to this, ECC seeks a tool to allow users to transmit local bus service registrations to VOSA for approval by the Traffic Commissioner as Electronic Bus Service Registrations (EBSRs).
