To appoint a procurement partner to work alongside Staffordshire County Councils Procurement Department (Staffordshire Procurement) in achieving further cost savings against its circa. 500m GBP per annum spend on goods, services and works. This will be on a on a shared basis. The scope will include client demand management and specification challenge, identifying and agreeing all savings and visiting/re-visiting all category spend areas (social care, supplies, services and works) for provider re-engagement using various negotiation techniques, return-to-market processes and modern procurement techniques in conjunction with contractual key performance indicators, in accordance with the Councils savings methodology and will be expected to implement on-going contract management techniques. The provider will be required to work in synergy with Staffordshire Procurement and Council client teams in the delivery of these savings. Throughout the contract the County Council will require a skills transfer from the partner. Any contracts let by the partner will be required to demonstrate the potential for collaborative working with the surrounding Staffordshire public sector bodies and other public sector markets. The partner must be able to demonstrate a robust and tested communication and reporting methodology, to allow effective and timely briefs of information and recommendations. Whilst complying with the E.U. Procurement Directives, the partner will support the local economy through innovative and creative procurement.
