The Defence Medical Services (DMS) have a requirement for the provision of Temporary Primary and Secondary Healthcare Services at Military Medical Treatment Facilities based in Afghanistan and or Other Operational Areas. Should a Service solution be unachievable, capability gaps on Deployed Operations shall be addressed via a contracted for solution. This reflects the National Health Service’s practice of securing agency staff. The provider shall supply contracted medical staff for Operational Theatres to be placed into positions where there is either insufficient trained military medical manpower or where there is no specific medical capability. 2. The MOD invites expressions of interest from Healthcare providers and Agencies who act as Employment Businesses, as defined by the Conduct of Agencies and Employment Business Regulations 2003, who are members of The Recruitment and Employment Confederation (REC). 3. The Provider shall be capable of providing of the following UK professional body registered clinical specialities: a) Consultants in: Emergency Medicine, Radiology, Anaesthetist, Burns & Plastics Surgery, General Surgery, Orthopaedic Surgery, Neurosurgery, Physician/General Medicine, Paediatrician. b) Registered Nurses in; Accident & Emergency, Intensive Care, Paediatrics, Primary Health Care, Infection Control. c) Pharmacist. d) Pharmacy Technician. e) Radiographer. f) Biomedical Scientist. 4. Quality Standards: The Contractor shall nominate medical staff who are: registered with an appropriate UK professional medical/nursing body, capable of providing nationally accredited standards of medical care, medically and dentally fit to deploy to Afghanistan and or Other Operational Areas, free from military reserve liability and able to make themselves available for interview with the appropriate Defence Consultant Advisor or the Defence Nursing Advisor. 5. Performance Standards. The Contractor is responsible for provision of, appropriate medical staff, to undertake pre-deployment operational training prior to travelling to the area(s) of operation, to undertake specific medical pre-deployment training as directed by the MOD, to deploy to an operation (normally a 3 month deployment with at least 3 months between deployments, not to exceed 2 deployments in a 12 month period). During the deployment the individual may be required to re-locate to another Military Medical Treatment Facility within the Operational Theatre. While in Theatre, provide a medical service to UK military personnel, other troop-contributing nations’ and other foreign nationals as determined by the operational requirement. There may be a requirement to treat civilians in line with Theatre protocols. Undertake an in-Theatre handover as determined by the Authority. 6. It is the MOD’s intention to place an Enabling Contract for 2 years for the period 1.4.2011 until 31.3.2013 with an option to extend in one year increments up to a maximum of three additional years. The selected provider will be required to trade electronically using the Purchase to Payment (P2P) business process. Further information is available from http://www.d2btrade.com/. Potential providers who wish to receive an Invitation To Tender (ITT) must express their interest in the requirement by letter, facsimile or e-mail to the Contracting Authority stated by 5.7.2010. The MOD may subsequently undertake a Pre-Qualification Question (PQQ) exercise prior to the issue of ITT documentation. Should they be required PQQs will be issued by 19.7.2010. The Supplier & Customer Performance Measurement (S&CPM) Process will be a feature of any contract(s) that may be awarded.
