Wilkins Terrace and Lower Refectory.

The Project the Wilkins Terrace and Lower Refectory is a project to substantially improve the main catering facilities and an adjacent courtyard, being undertaken by University College London (UCL). The project aims to: Reveal the original grand design of the lower refectory dining hall within the context of the Grade I Listed Wilkins Building this is currently concealed by kitchens and plant spaces. Use this space to provide an inviting dining area with high quality finishes and services. Convert part of the existing dining space into a modern servery area providing a range of food offers. Demolish the remainder of the existing dining space. Construct a terrace at upper ground floor level over the greater part of an existing courtyard. The terrace will have a Portland stone floor, with a new external staircase leading to the refectory at lower ground floor level. The terrace will be supported on columns going down to lower ground floor level, where they in turn will be supported on piled foundations. Vehicular access to service the lower refectory and adjacent buildings is to be re-provided. An existing substation at lower ground floor level will need to remain in operation throughout. Construct and fully fit out a new single storey building below the terrace to house a full range of catering kitchen facilities to provide food for the new refectory. Provide new infrastructure to part of the central campus area, to include new service tunnels, diversion of HV and LV electrical services and other services, new and refurbished plant spaces with new and reused plant. Construct a new 4th facade on the East side of the new deck, comprising a vertical steel structure supporting both a Portland stone face and reveals and a brick wall behind. Maintain throughout the project numerous fire escapes from existing buildings, including a theatre and various laboratory facilities, adjoining the existing courtyard. Organise the logistics and deliveries, all of which will need to come through Gower Court (a narrow access route between buildings) and two tunnels with restricted heights, widths and turning circles. Gower Court will also remain in use by UCL. Comply with the various sustainability measures required by UCL, including obtaining BREEAM Very Good for the catering building. Take responsibility for the design of all aspects of the project. Note that UCL will retain the use of the current design team, so the contractor will need to engage their own design team. Design will be taken as far towards Stage F as is possible given that the existing buildings will remain in occupation until the time for site possession, so full surveys of the existing fabric will not have been possible. The contractor will be required to take on board any risks that this entails. The Contractor"s Proposals will be required as Technical Submissions demonstrating full coordination of the works to be implemented. We will be looking to receive Contractor"s Proposals in significant early packages. We will therefore require a coordinated design, approvals, procurement and construction programme prepared to demonstrate how the contractor will achieve this, with an initial version of this to be submitted at tender stage. Comply with the requirements of the Planning Consent and Listed Building Consent, and take full responsibility for successfully discharging all conditions; also take full responsibility for obtaining Building Control approval.
