Wide Format Folding Solution

This tender relates to a finishing solution to cover the traditional paper Standard Navigation Charts and Thematic Charts (collectively termed ‘charts') which UKHO compiles and prints in hard copy. These charts come in a variety of different sizes, currently ranging from 715 mm x 1 068 mm up to 1 060 mm x 1 300 mm. They are all folded using 1, 2 or 3 folds so that the finished chart is either 715 mm x 534 mm or 765 mm x 543 mm. If a chart is 715 mm x 1 068 mm or 765 mm x 1 085 mm, it only has a single fold to fold it in half (bringing the printed face of the chart to the inside of the fold). If a chart is 715 mm wide but longer than 1 085 mm, or is 765 mm x 1 068 mm, it is folded twice to reduce it to the required finished size. If a chart is 765 mm wide and longer than 1 085 mm, or is wider than 765 mm, it is folded three times to reduce it to the required finished size. Volumes On a typical working day, the Solution will be expected to fold between 15 000 and 20 000 charts ready for despatch the next day. Of the range of circa 3 700 charts which UKHO offer for sale: — Typically around 2 000 – 2 500 different charts are despatched each day. — Circa 20 % require 3-folds (virtually all A0 size charts), circa 17 % require 2-folds (mostly 715 mm x 1 189 mm) and circa 63 % require a single fold (mostly 715 mm x 1 068 mm). The UKHO is looking to modernise its in-house chart finishing capability both to replace ageing equipment, and to take advantage of the latest technical developments that will allow it to move away from printing and finishing charts in batch to be placed into stock, and instead move towards printing and finishing in-line on demand ready for immediate dispatch to the customer. The UKHO's existing folders have to be manually set up for each chart to ensure the charts are presented to the machine in the correct orientation, have the correct fold pattern applied, and have the correct inkjet label printed onto the reverse side of the chart. This approach has been adequate until now whilst UKHO has focused on using lithographic presses to print the charts, and which are designed to print in large batches for stock. This has typically resulted in 50 – 100 different chart batches flowing through the folders each day, off-line to both the printing and dispatch activities. Whilst UKHO requires the replacement folders to continue to be able to support such a batch processing methodology, it is not looking for a simple like for like replacement. UKHO is also investing in modern wide-format digital printers which will allow it to break away from batch printing without impacting throughput. Thus the replacement folders must also be able to handle all of the required fold patterns, and interchange between different charts automatically without the need for manual set up each time, and operate both off-line and incline with the printing devices used (to cater for the transition from lithographic to digital printing). When operating in ‘print on demand’ mode in-line with a digital printer, the folder will be expected to switch to folding a different chart circa 4 000 – 5 000 times through a typical day (i.e. average 4 charts between each switch). In circa 40 % of cases, there will be only 1 chart before the next switch arrives. In circa 90 % of cases, there will be 5 or less charts before the next switch arrives. A chart may be one of eleven different sizes, and so each chart switch has the potential to move to a different fold pattern, or may stay the same as the one before. The number of fold pattern changes through the day will therefore be somewhere in the range 11 - 5,000. Since charts would be presented to the folder by delivery in chart number sequence, and not in fold pattern sequence, the actual number of fold pattern changes through the day will normally be towards the upper end of this range when operating in ‘print on demand’ mode. This requirement is therefore for the initial purchase and ongoing three-year support of two separate folding lines which are both capable of meeting the mandatory requirements set out in the detailed requirements below. The chosen devices will also have high demands placed upon them, operating regularly for a full 14 hours per day 5 days per week. The UKHO reserves the right to purchase each folding line from the same or different suppliers.
