Provision of a Data Centre.

The contracting authority is faced with circumstances of urgency which render impracticable the time limit laid down in relation to an open procedure by Regulation 27(2) of the Public Contracts Regulations 2015, and which would ordinarily apply to such a procedure. In brief, the circumstances are that [the College is required to have in place the infrastructure to which this procurement relates by no later than 4.12.2015 in order to be in a position to meet essential operational deadlines to which the College is likely to be subject at any time thereafter, and which it would not be in a position to meet unless this procurement has been concluded beforehand. The College has only recently been made aware that it would be unable to meet the deadlines referred to above unless it has done so, and is not therefore in a position to observe the time limits ordinarily applicable to the open procedure. The College is looking to secure a contract arrangement with a provider for a Data Centre.
