Water Safety Services Framework Agreement.

NHS Grampian has a property portfolio that extends to circa 100 sites, that are NHS owned or leased, across the North East of Scotland. These extend from Laurencekirk in the South, Braemar in the South-West, Forres in the North-West and as far as Buckie in the North. The portfolio includes a wide range of premises, including Hospitals, Health Centres, Clinics, Specialist Centres, as well as Industrial and Commercial premises, extending to more than a total of 440,000 square metres of floor space. Sites range through a scale from suites of rooms within larger premises, to premises with single building blocks, to premises with multiple building blocks with multiple functions, up to large health campus containing multiple hospitals and complex specialist care services. (Sites and Blocks of the various premises covered in this contract are highlighted in Table 1). Due to the age and nature of NHS Grampian premises there are a wide number of potential health hazards arising from care and support functions (such as infectiousness, hazardous, dangerous substances and radiation etc) and the nature of the physical environment (such as exposure to asbestos, confined spaces and access restriction etc). Most buildings owned or leased by NHS Grampian were built or refurbished prior to 2004 and the use of asbestos containing materials in their construction was common practice and it is possible that personnel could encounter asbestos material in difficult physical environments whilst undertaking work activities. NHS Grampian takes a positive approach to controlling and reducing any potential risk exposure to those conducting work or exposing others to risk through the work activities. This will be achieved by staff and contractors co-operating, working together to the control measures and work methods outlined in Board Policies and associated Procedural Arrangements. The premises used by the NHS for the delivery of healthcare are dependent on water to maintain hygiene through a safe and comfortable risk assessed environment for all who may use, interface and support the delivery of functional healthcare. Responding to a HSE Improvement Notice, NHS Grampian has put in place a Management and Control of Water Safety Policy with a number of supporting procedural documents and is in the course of putting in place the associated management regime. This management regime involves the appointment of an Authorised Person (Water) responsible for each individual water system in every premise and solely responsible for the safe operation, maintenance. This involves consenting in writing in advance any work to be carried out on water systems and accepting water systems (in many cases back) into operation. As part of NHS Grampian's duty to comply with statutory and mandatory requirements (regarding Legislative Context , whereby HSE L8 ACOP, SHTM 04-01 and BS 8580 are central to this commission), NHS Grampian will commission the relevant provision of Water Safety Risk Assessments, Action Plans arising from Water Safety Risk Assessments, Written Schemes and Layout and Schematic Drawings associated to each Written Scheme for each individual Water System to allow NHS Grampian to demonstrate the management regime within its various premises. NHS Grampian is seeking to establish and enter into a multi-supplier Framework arrangement with suitable companies for the provision of Water Safety Risk Assessments, Action Plans arising from Water Safety Risk Assessments, Written Schemes and Layout and Schematic Drawings associated to each Written Scheme for each individual Water System in its the various premises. NHS Grampian will provide on request NHS Grampian Policies. Procedural documents and any existing Legionella Risk Assessments and floor plan layout drawings it holds. NHS Grampian may also from time to time require to engage the Service Provider(s) for other Water Safety related consultancy work. The requirements for these additional consultancy services will be clearly set out in advance by NHS Grampian. The services will be split into three (3) categories, each of which are identified as “Lots” as follows: Lot 1 – For the provision of Water Safety Risk Assessments and Action Plans arising from Water Safety Risk Assessments, conducted to an agreed Access Programme, for each individual Water System within each of its various premises. Lot 2 – For the provision of Written Schemes for controlling the risks of exposure to Legionella and other harmful bacteria, conducted to an agreed Access Programme, for each individual Water System within each of its various premises. Lot 3 – For Layout and Schematic Drawings associated to each Written Scheme, conducted to an agreed Access Programme, for each individual Water System within each of its various premises.
