The Parliament administration administration (hereafter called Parliament) issues an invitation to an open tender competition for up to 4 years agreement for production of parliamentary documents. (can include original production, printing and electronic formatting). The products included in the agreement appear in the attachments. Future scope will depend upon Parliament's activity level. At all times, Parliament will weigh the intended balance between external and internal production and original production. The documents are divided into two groups. Suppliers may bid on one or two of the groups. A supplier can be assigned the maximum of contract per one group. The background for this is that the Awarding Authority needs to distribute the production of multiple suppliers based on emergency preparedness considerations. The groups are as follows: Group 1 — Discussion in Parliament (only pre-press). Group 3 Recommendations to Parliament. — Enactment, — Comments on laws, — Document series (with certain exceptions: doc. 10, 11 and 15) doc. 8 can contain 3-400 documents, — Adoption of laws, — Overview of carried budget "blue book".
