State Communal Enterprise Kostanay Heat and Power Company (the "Company"), a municipal district heating utility of the city of Kostanay (the "City") in the Republic of Kazakhstan, entirely owned by the City Akimat, has received a loan from the European Bank for Reconstruction and Development to finance rehabilitation and modernisation of the Company's DH infrastructure in the City of Kostanay. The proposed Project has a total estimated cost of up to KZT 6.6 billion. The project will require procurement of the following works, goods and services: • Reconstruction of Boiler House No 2 (BH2) (switchgear, chemical treatment plant, etc); • Supply and installation of two 3.5 MW steam turbine sets and heat exchangers at BH2; • Reconstruction of CHP (steam boilers, desecration system, DN 500 interconnection pipeline); • Supply and installation of heat exchangers at Boiler House No 3; • Rehabilitation of DH network; • Equipment and Specialised vehicles; • Development and installation of the hydraulic modelling system for the Company’s DH network. Tendering for the project is commenced in the first quarter of 2017. Contracts to be financed with the proceeds of a loan from the EBRD will be tendered in accordance with the EBRD's Procurement Policies and Rules. The proceeds of the EBRD loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser’s country.
