Occupational Health Services.

The 3 Councils of Cheshire West and Chester Council, Cheshire East Council and Warrington Council wish to appoint a single provider to deliver Occupational Health Services to each Council. The Councils have a duty of care to their employees and recognise that in order to provide effective services they must make sure that their employees stay healthy and fit for work and that, as far as possible, the work that they do does not affect their health. The Councils have in place absence management systems which set out the principles governing the management of health, safety and welfare risks, and the Councils have targets in place for the proportion of working days lost to sickness absence. The Councils are seeking a proactive approach from an occupational health provider to assist the Council to reduce Health and Well-being related absence, to minimise time lost by advising on, or taking any action, to enable employees to resume working. Cheshire East Council and Cheshire West and Chester Council's Occupational Health Unit is an in-house service that is a shared service between the two Councils. The Unit provides occupational health services to the staff of both councils and also to the councils' arms-length organisations. There are also contracts in place for the provision of occupational health services to schools and academies in Cheshire East and Cheshire West. Warrington Council's Occupational Health Services are provided by an external provider. Core Services: — Pre-employment screening service; — Occupational Health Assessments/ Management referrals; — Counselling. Health Surveillance Services: — Hearing tests; — VDU Eyesight Screening; — HGV Licence Medical; — HAVs Assessments. Additional Services: — Workplace assessments; — Physiotherapy (Warrington only); — Drug and Alcohol testing; — Flu Vaccinations (Warrington only); — Hep B Vaccinations; — Health Promotion Services; — 24 Hour Telephone Helpline Service. Cheshire East and Chester West Councils are looking for a provider to be in place and providing their Occupational Health Services by 1.9.2016. Warrington Borough Council are looking for a provider to be in place for 1.4.2017. The anticipated contract length is an initial 3-year contract term with two extension periods of 12 months (ie total potential duration of 5 years). The 3 Councils are holding a Meet the Buyer meeting on Wednesday 9.12.2015. The format of the session will be a short presentation from the Councils followed by an opportunity to ask Questions. This will be an opportunity for interested providers to find out more information about the opportunity and raise any queries to the Councils.
