The Government of Liberia (GoL) (hereinafter referred to as “the Borrower”) has signed financing agreements for Grants/Concessionary loans from various donor partners including the European Investment Bank – EIB (hereinafter referred to as “the Bank”) for the rehabilitation of the 60-80 MW hydropower generating plant at Mount Coffee, in Liberia. This International Invitation for Tendering with enclosed Qualification relates to the 66kV Substations Contract 4A and the 132kV Transmission Lines Contract 4B for the Mt. Coffee Hydropower Rehabilitation Project. These contracts will include: Contract 4A (Substations): New construction of one Air Insulated 66kV Substation at Mt. Coffee (3 Generator Bays, 3 Line Feeders, 1 auxiliary bay) including protection, telecommunication, AC Supply, DC Supply, earthing grid, foundation construction; foundation construction for 3 step-up transformers, fire protection walls and oil pit in SS Mt. Coffee; control building in SS Mt. Coffee with MV Metal Clad Switchgear (10 Bays) with Control & Protection; extension of existing cable channel from Hydropower plant at Mt. Coffee to step-up transformers; extension of 2 planned 66kV AIS substations in Monrovia by one and two Line Feeders. Contract 4B (Transmission Lines): New construction of two double circuit 132kV transmission lines (24km and 27km) from Mt. Coffee SS to Monrovia on self-supported lattice steel towers and steel poles (one of the double circuit lines will be equipped with one circuit only); dismantling of old existing lattice steel towers or wooden poles and foundations; review and updating of existing planning; acceptance of instructions for tower design resulting from the line planning. The contracts are expected to be implemented from June 2014 to July 2015/June 2016, respectively. The criteria to be used in the Qualification evaluation are: Experience in the successful completion of similar projects, financial situation, equipment, personnel, and sources of main components. All firms are invited to participate in the Tendering. Tenderers may bid for one contract or both contracts, however, a separate Tender must be submitted for each contract. Tenders combining both Contracts into one Tender will be rejected.
