The City of Chisinau (the "City") intents using the proceeds of the loans from the European Bank for Reconstruction and Development (the Bank), European Investment Bank (the "EIB"), Green Energy Special Fund (the "GESF") and a grant from Early Transition Countries Multi-Donor Fund for a project to rehabilitate urban roads in the City of Chisinau. The proposed project, which has a total estimated cost of EUR 32.7 million equivalent, requires the procurement of the following works: • streets rehabilitation works of up to 14.3 kilometres of primary and secondary streets, including renewal of asphalt and pavements, building new central pedestrian areas, upgrade of water drainage infrastructure, establishment of on-street parking facilities to be used under a new parking charging scheme; • rehabilitation of the utilities infrastructure (water, sewerage, heating and traffic lights); • public and street lighting refurbishment, including the replacement of the existing high pressure mercury-based lamps with modern energy-efficient technology. One Works Contract, covering 3 streets, was signed in 2014 and the tender for contracting of the remaining works (other 3 main streets) is to be launched in the first quarter of 2015. Contracts to be financed with the proceeds of the EBRD, GESF and EIB will be subject to the EBRD's Procurement Policies and Rules (PP&R) and will be open to firms from any country. The proceeds of the Banks' loans will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
