Integrated Offender Management (IOM) — Commissioned Service for those Vulnerable to Substance Misuse

The OPCC seeks experienced service providers to tender for the provision of Integrated Offender Management (IOM) services. The OPCC is procuring a single supplier contract to provide IOM community support and IOM accommodation services. The community support service must offer a strengths based, trauma informed approach based upon the seven pathways of offending, offering wrap-around support in the community as well as offering a range of advice depending on need and also to encourage the service user to engage with other local support services. The service provider must also offer IOM accommodation and support to service users who meet the IOM criteria (the service provider does not have to be the landlord), who are vulnerable to substance misuse and who would otherwise be homeless. The service provider works with the service user to understand need, based on the seven pathways of offending using a trauma responsive approach and helps the service user identify their strengths and goals.
