CCTV Alarm Receiving Centre

The City of Cardiff Council is developing an Alarm Receiving Centre which will facilitate the development of a range of services for the benefit of the citizens and those working and visiting the city. The services provided within the centre will include CCTV monitoring and remote concierge services to a number of council owned accommodation units, lone worker services, and other control room functions. We wish to identify a partner who can develop the infrastructure and facilities required to deliver this high quality provision including the adaptations and refit of the centre, developing and providing the relevant network and technology solutions including data storage and maintenance. City of Cardiff Council has ten residential blocks within scope of this project, nine of which have stand-alone CCTV systems. Currently, data is recorded locally at each site on a digital video recorder (DVR) but footage is only viewed when an incident is reported so much of the low level anti-social behaviour goes unseen. To support the wider Anti-Social and Community Cohesion Agendas, The City of City of Cardiff Council is looking to replace the current CCTV operating model for its residential blocks. Funding has been identified for this project to support of City of City of Cardiff Council's key strategic outcomes: — People in Cardiff have a clean, attractive and sustainable environment; — People in Cardiff are safe and feel safe; — Cardiff is a great place to live, work and play; — Cardiff is a fair, just and inclusive society. The vision is to amalgamate a range of monitoring services across the city to create a ‘remote' concierge by centralising the service in a 24/7 Council building instead of working from a range of sites across the city. In this model, camera footage from the blocks will be viewed in real time and recorded at a quality level admissible in court. A successful operation would be one that allows staff to be more effectively managed whilst allowing all available resources to be coordinated during an incident. Importantly this ‘remote concierge service would be accessible to all residents in the blocks within scope of this project. Currently there are 128 analogue CCTV cameras. The creation of a CCTV control room in Willcox House (Dunleavy Drive) and the addition of 28 further cameras forms one of the key outputs from this project.
