Nature of contract: Supply and related services 7. Contract description: Ukraine and the European Investment Bank (EIB) entered into a financing contract, in force since 11.5.2017, for financing the Ukraine Urban Public Transport Project. The proceeds of the loans are intended to be used for the modernization of the Public transport rolling stock and, where relevant, related infrastructures in selected Ukrainian cities. Municipal Enterprise “Kyivpastrans”, city of Kyiv, Ukraine intends to launch a tender for the supply of new low-floor city buses, associated goods and related services up to a total amount of 18 600 000 EUR. VAT and other duties, fees to be paid in Ukraine, including custom duties if relevant are excluded. The list of items includes: — supply, delivery and commissioning of new 12 metres. and 18, 5 metres length low-floor buses, —— buses should be with left location of steering wheel and doors on the right side of the bus, 100 % low-floor for standing passengers, —— buses should have a minimum passenger capacity of 95 passengers for buses with length of 12 m. and with a minimum passenger capacity of 175 passengers for buses with length of 18, 5 m. (8 passengers per square meter), —— bus should be adapted for people with mobility impairments, —— number of doors – 1 single door for 30 passengers, —— buses to be delivered before 2020 should meet environmental standard Euro 5 (Diesel) and from 2020, Euro 6 (Diesel), —— engine power: not less than 210 kW for buses with length of 12 metres and not less than 240 kW for buses with length of 18, 5 metres., —— buses should be equipped with programmable external route LEDs, with air conditioning systems for passengers compartment and driver cabin, audio information for passengers about the route inside and outside the bus, as well as video surveillance — supply of a set of mandatory spare parts and consumables, — supply, delivery of a set of workshop tools and equipment for maintenance and repair, — supply, delivery of technical documentation (design, operational and maintenance manuals), — supply of related services (training and warranty activities). 8. Indicative numbers and titles of lots: 2 lots: — 1 lot, for buses 12 metres length, up to 6 600 000 EUR, — 1 lot, for buses 18,5 metres length, up to 12 000 000 EUR. 9. Evaluation criteria: Evaluation criteria of the submitted bids will be described in the tender documents. The tender documents will be available at the final Beneficiary office. 10. Intended timing of publication of procurement notice: October 2018. 11. Additional information: Contracts to be financed with the proceeds of loans from the EIB will be subject to the EIB Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EIB loans will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country. 12.
