Doncaster Borough Council (the “Council”) is to transfer 7 residential care homes for older people (the Homes”) as continuing residential care facilities. This will include the transfer of the property (by way of a 125 year lease), the business attached to each home and an ongoing care services requirement for each Home in relation to existing residents. The purchaser of each Home will be required to keep it open and guarantee security of occupation in respect of residents for a minimum period of 3 years. The Council is looking to transfer the homes to organisations that are committed to providing high quality care services. The homes range in size from 27 beds to 36 beds. The Council invites organisations to express an interest in one or more of the Homes that are being transferred pursuant to this advert. The terms upon which bidders may bid for the Homes (lots) and how the Council intend to award under each of the various lots will be specified in the Invitation to Tender (“ITT”). Bidders may bid for one or more lots. It is envisaged that the Transfer of Undertakings Protection of Employment Regulations 2006 (as amended) will apply to each transaction. A large majority of the staff in each home are members of the Local Government Pension Scheme and accordingly appropriate pension provision post transfer will need to be put in place. It is envisaged that all of the homes will be sold pursuant to this tender process subject to the Council ensuring that it obtains value for money for each disposal. Accordingly, the Council will transfer the properties and award the associated care contract to those bidders who can show the requisite levels of quality and appropriate levels of services and best value to the Council. The Council is prepared to make available some funding in relation to the transfer of each home. However, the Council would expect that this funding would be limited only to those sums which are necessary to comply with the obligations being required by the Council. The overall financial package being offered by bidders will be carefully evaluated by the Council. Details of the exact award and evaluation criteria will be set out in the invitation to tender.
