System for airline passenger information (PNR/API ) — law enforcement system.

The Directorate of Customs in Iceland seeks information on a system capable of receiving airline passenger information (i.a. in accordance with Article 51 of the Customs Act no 88/2005) with the aim in mind of sustaining effective law enforcement on the border and increasing risk management. The system must be capable of receiving all 19 information bits contained in the PNRGOV standard as well as supporting risk management methodologies. The system should be able to receive passenger information from all airlines flying to and from the country (departure and arrival information). The current frame of reference is that information shall be entered into the system 4-6 times before each departure/arrival, however it has to be kept in mind that a final legal framework regarding this issue has not yet been formalised in Iceland.
