Date: 23 rd of December, 2014 Bid No. 0701-135040180007/09-11 Under the “China Climate Change Framework Loan” from the European Investment Bank (EIB), China Haohua Chemicals Group Co., Ltd (Hereinafter referred to as the “Purchaser”) has applied for an allocation amounting to Euro. 70,000,000.00 from the Ministry of Finance of The People’s Republic of China to build Haohua Chemicals EE & ER Project (hereinafter the Project), and the Employer intends to apply all the proceeds of this loan to eligible payments under the Contracts for which these Bidding Documents are issued. China International Tendering Company (abbreviated as “ITC”) entrusted by the Purchaser as tendering agent now invites sealed bids from bidders for any of the following contracts of the Project in Zhumadian City, Henan Province, China: 1. (Contract No.: JH-GPD&YB-M&E-1) Power supply and instrumentation equipments Procurement, The estimated contract delivery period is 8 months. 2. (Contract No.: JH-GPS&GYGJ-M&E-1) Drainage equipments Procurement, The estimated contract delivery period is 8 months. 3. (Contract No.: JH-QHHCTQ-M&E-1) Gas and synthetic tower of the main equipment Procurement, The estimated contract delivery period is 8 months. Tendering and bid evaluation will be conducted in accordance with the European Investment Bank’s Procurement Guide. The responsive bids with the lowest evaluated bid prices will be awarded the contracts. The bids will be evaluated in the following aspects (a) Financial capacity; (b) Experiences and technical ability; (c) Technical and contractual responsiveness to the requirements of technical specifications and delivery schedules. Interested bidders can contact ITC for obtaining hardcopies of the Prequalification Documents between 9:00 a.m. -- 11:00 a.m., and 2:00 p.m. -- 4:00 p.m. in Genertec Plaza, No.90, Xisanhuan Zhonglu, Fengtai District, Beijing on 23 rd of December, 2014 (except Saturday, Sunday and Public holiday), upon non-refundable payment of RMB￥5,000.00 or EU € 500.00 ITC and the Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids. The bids shall be delivered in closed envelopes to the following address at or before 10:00 am (Beijing Time) on 3 rd of February 2015. Any bid submitted after this date and time will not be accepted and will be returned unopened. Bids will be opened on 3 rd of February, 2015 at 10:00 am (Beijing Time) in the presence of Bidders’ representative who choose to attend.
