Green Deal Provider.

This is will be a services concession contract for delivery of a programme of energy efficiency retrofit activity across Bristol and the South West of England. This programme will be focused on domestic properties in the private sector and non-domestic properties. It is anticipated that the date of commencement of the concession contract will be from May 2014 (subject to change) to May 2018 with an option to extend for up to a further 2 years. Bristol City Council wishes to appoint a Green Deal Provider partner for delivery of a programme of energy efficiency retrofit activity across the City of Bristol and the South West of England in domestic and non-domestic properties based on, but not limited to, the Government's Green Deal and Energy Company Obligation (ECO) legislation. It is also anticipated that the programme may also include the provision of energy generation and energy security opportunities and/or energy efficiency and renewable energy measures that qualify for other funding sources including (without limitation) the Feed in Tariff (FiT), the Renewable Heat Incentive (RHI) and other funds, grants, tariffs and/or incentives including European Structural funds (such as the European Regional Development Fund) or grants or other funding from the Department for Energy and Climate Change (DECC) or other Government departments or agencies and/or, in each case, their alternates or successors. This programme will be focused on privately owned and privately-rented properties in the domestic sector as well as non-domestic properties. This is a significant opportunity for the successful applicant to support some of Bristol's 190,000 households improve the energy efficiency of their homes, as well as undertake similar activities in the non-domestic sector. The overall objective of the programme is to support domestic and non-domestic property owners to reduce both their energy bills, and carbon emissions. In doing so, Bristol City Council aims to provide continued support for our most vulnerable households and to catalyse low carbon economic growth, driving business and skills growth in a developing market place. The successful applicant must be accredited as a Green Deal Provider, with this accreditation in place by 31.3.2014. Applications from consortia are welcomed, but at least one member of the consortium must have Green Deal Provider accreditation in place. Energy efficiency works to households will be funded through a combination of Energy Company Obligation funding, Green Deal or other available loan finance and other sources of finance available to domestic and/or non-domestic properties. The programme will be endorsed and supported by Bristol City Council and will benefit from local authority branding, resources and local market intelligence, in particular Bristol City Council's pioneering Housing Stock Model, which provides an assessment of the remaining domestic energy efficiency opportunities across Bristol. In addition, Bristol City Council intends and would require the Green Deal Provider partner to work closely with the extensive community energy network that exists in the City to promote the scheme to residents. A fee for successful referrals into the programme by Bristol City Council, community groups and similar partners is anticipated. Bristol City Council is looking for a Green Deal Provider partner who can develop and deliver the following: Marketing the programme and engaging customers; the Green Deal Provider will be expected to market the programme and work with Bristol City Council and community groups to generate demand. The City Council expects a referral fee arrangement for demand generation by it and/or community groups. The selected partner will also be expected to work with Bristol City Council to develop high quality marketing literature and web-based information to support the promotion of the programme to local residents and businesses; Surveying, assessing and refurbishing properties; surveys and assessments should be impartial and activities should be targeted at a wide range of archetypes. Financial advice and cost information should be transparent and available to customers. High quality installation of energy efficiency measures, including all measures available and accredited under Green Deal and ECO and other routes (e.g. FiTs and RHI). The Green Deal Provider will be expected to deliver the required levels of maintenance and warranty support to customers. After care activities are essential to the success of the programme and the Green Deal Provider will, therefore, be expected to provide ongoing support for householders to realise sustained reductions in their energy consumption (such activities could be delivered via community groups); Manage supply chain growth and innovation; Delivering employment and training opportunities (including, without limitation, opportunities for Bristol City Council's target groups); Monitoring and reporting of performance; the Green Deal Provider partner will also be expected to install, manage and maintain a suitable database including (but not limited to) the following information: - Number of leads generated, percentage of leads converted to measures installed and average timelines; - Total number of properties assisted and total number of measures installed by type; - Cost of measures installed by type; - Number of loans agreed with amount of loan and what measures these fund; - Report of delivery against the forecast profile provided including comments against any significant variations; - Customer satisfaction; - Total level of ECO (and related) funding accessed, secured and defrayed in the City of Bristol; - Modelled decrease in energy bills; - Modelled reduction in annual CO2 emissions; - Modelled number of households taken out of fuel poverty and overall impact on fuel poverty figures across Bristol; - Number of households supported under CERO,CSCO and HHCRO; - Number of referrals to other sources of assistance (such as benefits, fire safety); - Modelled additional person years of employment. - Any other such data as may be required. All the data listed above is to be referenced by UPRN and full address. The database must also ensure that relevant information in any customer's Green Deal Assessment and Plan can be shared with Bristol City Council and/or the relevant Contracting Authority and/or any third party funders or any national or local financing mechanisms (as the case may be) and/or the energy companies and/or DECC. Securing finance; the Green Deal Provider partner will be expected to maximise the level of ECO available and defrayed in the City of Bristol and work with customers to access and secure funding (including, without limitation, Green Deal finance). Partnering; the Green Deal Provider partner will be expected to work in partnership with Bristol City Council and/or a Contracting Authority to deliver the programme. The services concession contract will be made available to all South West Councils as named within The Local Government Procurement Directory 2013, www.kaltz.co.uk and other South West public bodies, i.e. educational establishments, universities, schools, NHS, and registered social housing providers. This list is non-exhaustive. Each of these bodies is a "Contracting Authority" and together they are known as the ("Contracting Authorities")
