The Republic of Serbia has received a loan from the European Investment Bank toward the cost of the Project: Public Sector Research and Development, and it intends to apply part of the proceeds of this loan to payments under the Contract for Sub-project: Centralized Stock and Purchasing System. The Government of the Republic of Serbia on 22 nd of July 2010 passed the Decision to establish a company „PIU Research and Development Ltd.” for managing the project that concerns a series of investments aimed at revitalizing the country’s public Research and Development activity. The Ministry of Education, Science and Technological Development, as The Project promoter and responsible for it’s implementation, and PIU Research and Development Ltd., as the Purchaser, now invite eligible and qualified bidders for the „ Procurement of electrical devices for scientific and research organizations“. Pursuant to Article 7, paragraph 1, item 2а) of the Public Procurement Law of the Republic of Serbia 124/2012, 14/2015 and 68/2015, respectively pursuant to Financial Agreement and the European Investment Bank’s policy described in the EIB Guide to Procurement http://www.eib.org/projects/publications/guide-to-procurement, PIU Research and Development Ltd. has decided to initiate an international open procedure for the Procurement of electrical devices for scientific and research organizations, no. IOP/07-2015/G. Bids are being invited for individual contracts (lots) or for any combination of contracts (lots). The right to participate in this international tender belongs to all interested entities that fulfill the mandatory conditions for the participation in the procedure. The bidder is obliged to submit the evidence on the fulfillment of the conditions which are determined in the Bidding Documents. The number, identification, and names of the lots are provided in Bidding Document, in the Price and Delivery Schedule including Technical specification - as a separate excel file. Alternative Bids shall not be considered. Bids for individual lots will be accepted. Bids will be evaluated lot by lot. Discounts for the award of multiple lots will not be considered in bid evaluation. The Tender evaluation criterion is the Lowest Evaluated Tender Price. The Tenders will then be ranked from the lowest to the highest price. The lowest evaluated tender is the most favorable. The amount of the Bid Security shall be 2,5 % of bid value per lot (EUR). For the Bidders from the Purchaser’s Country: Payable in dinars at the middle exchange rate of The National Bank of Serbia on the day of payment. The contract will be signed with the best bidder in an international open procedure, in accordance with the contract conditions determined in the Bidding document and all other documents that will be a consistent part of the Contract. The contract is expected to be implemented from January 2016 to March 2016. The deadline for the submission of bids given in the Bidding Document/Purchaser’s website is: January 27 th , 2016; Time: 11 a.m. by local time The time and date of a bid opening procedure given in the Bidding Documents/Purchaser’s website is: January 27 th , 2016; Time: 13 p.m. by local time Bids received after the above mentioned cut-off date will be considered untimely. Untimely bids will not be opened and will be returned to the bidder, marked as „Untimely”. Bids for all Lots will be opened at the address: JUP Istraživanje i razvoj d.o.o., Veljka Dugoševića Street No.54, Science and Technology Park Belgrade, Belgrade, Serbia. The opening of the bids is public and any interested person may be present. Only authorized representatives of Bidder’s may be actively involved in the procedure of opening bids. The attending representatives of bidders must present a written authorization to the Opening Committee, prior to the public opening of the bids received, for attending the public opening.
