In total, we serve over 80 000 customers across London, the East of England and the East Midlands. We are also a developer of new homes with a plan to deliver 3 300 new affordable homes in the next 5 years. Metropolitan is a member of the National Housing Federation and the G15, which represents London's 15 largest housing associations and houses 1 in 10 Londoners. The services of a Recruitment Process Outsourcing (RPO) Provider is required to work as a strategic partner to manage the full life cycle of the recruitment process, working closely with Metropolitan to build a value-adding service that raises the profile of the employer brand over the length of the contract. The key purpose of the partnership is to attract and procure the quality of recruits required in the organisation. The Competitive Dialogue process is being used for this procurement as a result of the complexity of outsourcing this requirement, no detailed and defined upfront service requirement specification, in addition to the financial complexities of the requirement which cannot be defined in advance; such issues need to be explored and discussed with potential bidders prior to issuing the Invitation to Submit Final Offer.
