Råde municipality shall implement a tender contest where the objective is to enter into framework agreements with Service Providers of: — Debenture loan (in NOK) for a period up until 31.12.2015. Unilateral option (for the Contracting Authority) to prolong the agreement with further 1 + 1 + 1 years. The tender contest applies to debenture loans in NOK (Norwegian Kroner). The tender contest also includes debenture loans as a result of the refinancing of the existing loans (applies to both the refinancing of debenture loans, certificate loans and bond loans). The agreement will not include loans in the certificate and bonds market as these are exemptions in the Public Procurement Regulations § 1-3 (2), letter e. The contracting authority will enter into framework agreements with up to five service providers. Call-offs against the framework agreements will be carried out as ‘miniature contests’ between the service providers included in the framework agreement. The service providers from the certificate and bond market may also be invited to participate in the miniature contests even if these providers are not included in a framework agreement.
